Recent Developments in California and Western Power Markets

This opening panel will review recent developments in wholesale and retail power markets in California including regionalization efforts through Assembly Bill (AB) 813, the potential expansion of the Energy Imbalance Market (EIM) to a Day-Ahead Market, the continued expansion of Community Choice Aggregators (CCAs) and the potential expansion of retail choice.

  • Governance issues remain the biggest challenge to regionalization and the fate of AB 813. Will this latest effort succeed and what changes might follow in Western power markets?
  • In the absence of regionalization, what challenges will the CAISO need to address to expand the EIM to a Day-Ahead Market?
  • CCAs have continued to expand in California at an unprecedented pace. What challenges and opportunities does this bring to California’s power markets? What are the proposed changes to the “exit fee” or PCIA? How will the potential expansion of retail choice impact CCAs?

The panel will discuss these and other related questions.

Resource Adequacy Confirmation Overview – Briefing from the CSC Task Force

The recent Contract Sub-Committee Resource Adequacy Task Force will present the new industry standard Resource Adequacy Confirmation. The Task Force is comprised of RA market participants from all facets and is tasked with developing a new confirmation for RA transactions. This effort has been long overdue and the new confirmation will allow buy and sell side RA market participants to comply with all of the new rules and regulations related to RA transactions and reporting.
